2) Definitions

a) NEP - National Emergency Power; most probably NOT Constitutional.

b) NES - National emergency Status; gives President dictatorial powers.

c) EL - Executive Law; made by the President; most probably NOT Constitutional; includes all ELs that Congress allows to become law after 30 days of Congressional inaction; includes EO, PD, PDD, NSD, NSDD, PP and all such items. The ELs under discussion in this CO4 are those not provided for in the Constitution.

d) EO- executive order; is NOT a law, but can become one, though probably unconstitutional.

e) PP - Presidential Proclamation; is NOT a law, but can become one, though probably unconstitutional.

f) PDD - Presidential Decision Directive; worse than an EO; is NOT a law; but can become one, though probably unconstitutional.

g) NSD - National Security Directive; is NOT a law, but can become one, though probably unconstitutional.

h) NSDD - National Security Decision Directive - is NOT a law, but can become one, though probably unconstitutional.

i) War - any military attack; includes Iraq and Bosnia.

j) BBLs - Billionaire Banklords; bank owners that count their assets in the billions of dollars; Rockefeller family; 13, m/l, foreign banking families that principally own the Fed. See Endnotes (4)(5)

k) Fed - Federal Reserve System; a misnomer and Constitutionally illegal entity principally owned by European bankers called the BBLs.

l) "Could have known and should have known" - court precedent set by a 1945 California Court, following a precedent set by President Lincoln. (6)

s) Misprision of Felony Law - persons knowing of a crime must report it.

t) Accessory After the Fact Law - person participates in the crime.

i) Refers to the computers crashing due to a 1999 limit in their programs.

ii) Is not difficult to fix.

iii) fixed by businesses but not by government.

iv) Clinton wants the crash for an excuse to implement martial law.

 

3) History of the BBLs. It is highly probably that the BBLs

a) Plan, instigate and finance both sides of all wars and revolutions, including Iraq.

b) Create specters of war to cause people to defend in war. The CIA is most probably involved.

c) Nearly totally control nearly all national governments in the Western Hemisphere. (3)

a) No elected person should be exempt from court order by the people.

b) Separate order should be given to each of the following in this order of priority.

i) Clinton.

iii) J. Dennis Hastert, representing the House as Speaker.

iv) Trent Lott, representing the Senate as Majority Leader.

v) Dianne Feinstein, Senator from California, representing (?) Forest Glen Durland.

vi) Barbara Boxer, Senator from California, representing (?) Forest Glen Durland.

5) Serving the Orders

a) Time

i) As soon as possible.

(1) As predicted in CO3, Clinton has attacked Iraq, and might attack Iraq again anytime.

(2) Our troops have not come home from Iraq and Bosnia.

ii) Effort must be made to stop further attacks which might instigate WW3.

(1) China is warning the U.S. against aggression.

(2) Russia is siding with Iraq, possibly sending them military supplies.

(3) The world is armed to the teeth with nukes and ICBMs.

6) Clinton

a) Must be tried for sedition and treason for

i) Aiding and abetting an unseen enemy now identified as the BBLs.

ii) Willfully attempting to destroy the Constitution of the U. S.

ii) Not telling us people the whole truth with an honest viewpoint.

iv) Violating our U. S. Constitution by

(1) Waging war not declared by Congress.

(2) Enforcing, as law, ELs not provided for in the Constitution.

(3) Enforcing unconstitutional agency rulings as law.

i) Must immediately order all American flags to show peace.

ii) Gold braid around the United States flag signifies a nation at distress.

iii) We must signify peace and prosperity, NOT Emergency status.

iv) In America the U. S. flag must always dominate the United Nations flag.

f) War and weapons

i) Must immediately withdraw to the U. S. all U. S. forces, munitions and equipment intended to start war.

ii) Must not attack any country until Congress declares war and authorizes such action. This includes Iraq and Bosnia.

iii) Weapons and munitions.

(1) Must immediately cease manufacture of weapons and munitions until authorized by Congress as specified in our Constitution. This includes the Black Budget items.

(2) Must immediately halt export of all munitions and weapons not specifically approved by Congress.

(3) Must immediately restrict the use of HAARP to a weapon of last resort used only to intercept destructive missiles flying toward the U. S.

g) IRS. This section includes Clinton and all federal agents.

i) For U.S. citizens living and working in the U.S., must immediately

(1) Inform citizens that income tax is NOT mandatory.

(2) Cease breaking and entering, arresting and jailing for non-payment of income tax.

(3) Cease seizing property for non-payment of income tax.

ii) Must immediately cease intimidating citizens unless power is specified in the Constitution.

iii) Must adhere to the U.S. Constitutional and its inherent Bill of Rights.

h) Whoever replaces Clinton assumes Clinton's Court Order.

 

7) Gore

a) Must be tried for sedition and treason for

i) Aiding and abetting an unseen enemy now identified as the BBLs.

ii) Willfully attempting to destroy the Constitution of the U. S.

iii) Not telling us people the whole truth with an honest viewpoint.

iv) Violating our U. S. Constitution by

(1) Not stopping Clinton's unconstitutional actions, which is also violation of Accessory After the Fact law.

(2) Enforcing, as law, ELs not provided for in the Constitution.

(3) Enforcing unconstitutional income tax through fear and ignorance.

(4) Enforcing unconstitutional agency rulings as law.

(5) Not honoring his Oath of Office in which he swore to uphold the Constitution.

i) Congress quickly and decisively

(1) Acts on all items in this CO4 except trying itself.

(2) Deals emphatically with Clinton and Gore.

(3) Restores our Constitutional Republic.

(4) Demonstrates a commitment to our Constitution.

(5) Withdraws the U.S. from the UN and IMF.

ii) Congress must honor

(1) Rule of Law.

(2) Oath of Office.

(3) Misprision of Felony law.

(4) Accessory After the Fact law.

(5) Posse Comitatus law.

iii) Congress must also

(1) Uphold Constitutionality with Asset Forfeiture laws.

(2) Abolish the CIA and stop its drug business.

(3) Create needed money and cease borrowing.

(4) Take control of our money away from private bankers.

(5) Abolish the IRS and levy import taxes as our Founding Fathers did.

(6) Accept the U. S. Constitution as the job description for the Executive, Judicial and Legislative Branches.

(7) Must revert immediately back to a strict Constitutional interpretation.

iv) Otherwise, Congress must be tried for its crimes.

b) If not redeemed, Congress must be tried for sedition and treason for

i) Aiding and abetting an unseen enemy now identified as the BBLs.

ii) Willfully attempting to destroy and allowing the destruction of the Constitution of the U. S.

iii) Ignoring the Rule of Law by not respecting individual rights.

iv) Ignoring their Oath of Office in which they swore to uphold the Constitution.

vi) Ignoring the Accessory After the Fact law.

(1) Attempting to oust Ron Paul from Congress for exposing Constitutional violations by Congress.

(2) Passing unconstitutional laws.

(3) Unconstitutional and illegal actions.

vii) Ignoring the Posse Comitatus law violations when the military attacks civilians.

viii) Ignoring unconstitutional Asset Forfeiture laws.

ix) Forcing control of public education. That is a right of the States.

x) Ignoring the expansive drug running by the CIA which lacks Constitutional authority.

xi) Allowing the Fed to ruin the country by monetary control.

xii) Ignoring the unconstitutional actions of the IRS. ("So long as they get paid . . .")

xvii) Hold each member personally financially liable for damage to American citizens for

(1) The unconstitutional acts of President Clinton and Vice President Gore including the use of NEPs and ELs.

(2) The unconstitutional actions of the federal government.

c) Could have known and should have known.

d) NES, NEPs and ELs. (They are most probably unconstitutional powers.)

i) Must immediately withdraw all NEPs and ELs from Clinton and Gore.

ii) Must immediately rescind all laws that let ELs become law if Congress does not act.

(5) Leave most police power to the lower governments.

v) American Flag

(1) Must immediately order all American flags to show peace.

(3) We must signify peace and prosperity, NOT Emergency status.

e) Black Budget

i) Every member of Congress must know the ENTIRE black budget or cease funding it.

ii) Since this government belongs to us people, we demand to know ALL about the black budget we are paying for.

iii) Every dollar of expenditure must be clearly and simply accounted for. No more hidden agendas.

f) Congress must never pass a law until every member of Congress has read every word of that law. Keep it short and simple.

g) Congress must outlaw the amending and inserting of items not pertaining to a bill. Laws must be kept simple.

h) Must implement the advice of Forest Glen Durland on how to finance the federal government without incurring debt and without income tax. It reverts back to the Constitution, for the most part.

i) Exceptions to these Court Orders due to honest effort to correct the problems.

i) Rep. Ron Paul (R-TX) is a notable exception.

(1) Has spoken out on corruption in Congress.

(2) Has introduced bills to correct this corruption and help the people.

ii) Other names will added as earned, and when permission is granted.

iii) Names were omitted previously due to election mechanics.

 

9) Federal Agencies and Agents.

a) No agency or agent can legally make any law, rule or code that has the force and effect of law.

i) Making laws is the responsibility of Congress.

ii) This is the mandate of our U. S. Constitution.

b) IRS

i) Under President Clinton and Vice President Gore, the IRS acts in an unconstitutional manner.

ii) There is no law

(1) That states that a U. S. citizen who lives and works in the U. S. must pay income tax.

(2) Those employed by the U.S. government may be an exception.

iii) There most probably is no law that gives the IRS power to enforce.

c) All IRS and other federal agents are ordered to immediately cease and desist from

i) Using fear to force people to pay.

ii) Keeping people ignorant of the law to force them to pay.

iii) Breaking and entering, and seizing without warrant.

iv) Seizing bank accounts without warrant.

v) Taking court action on unconstitutional laws.

(1) Judges violate their code of office by allowing those unconstitutional laws to hold up in court.

(2) People are imprisoned.

(3) Such judges must be tried for sedition and treason.

d) Federal Marshals are ordered to cease and desist from

i) Abducting without warrant.

ii) Killing.

(1) Cremating the victim.

(2) Destroying evidence.

(3) Preventing public investigators and journalists from inspecting the scene.

(4) Local Peace Officers hold jurisdiction over Federal Marshals is such cases.

e) America was formed to avoid these actions of a police state listed above.

f) Country sheriffs hold jurisdiction over federal agents as spelled out in our Constitution.

 

10) Protection of participants, including judges, and records implicated by Forest Glen Durland.

a) Courts and government peace officers must provide

i) Effective protection from federally controlled forces.

ii) Protection from physical injury and threat, directly and indirectly.

iii) Protection of records.

b) Our federal government has a record of unconstitutional violence reminiscent of the old country 300 years ago.

c) Item 9 f) listed above (Federal Marshals) must be recognized and incorporated with this protection demanded herein.

UNREAL AND REAL

 

Forest Glen Durland is attempting to prevent the unreal from causing the real to happen. America has allowed itself to become enslaved by unreal forces. These imaginary forces will probably gain control of the entire world by the year 2003 if not stopped. These unreal forces are being used as unconstitutional laws to cause real enforcement. The result is the nearly total loss of our Constitutional Republic. Our rights are nearly gone. These unreal forces are most probably controlled by an unseen enemy identified as the BBLs (billionaire banklords), meaning the international banking families that privately own the Federal Reserve System. The BBLs are identified as the unseen enemy that is destroying the United States Constitution and government with intent to enslave the people.

 

Forest Glen Durland refuses to let something unreal cause disaster to envelop and enslave his issue. These court orders are the first move to prevent that disaster. You certainly must agree that it is ridiculous to let something imaginary and stupid ruin the lives of one's children and grandchildren.

 

To understand this problem, you need but ask one, simple question: "Why are the BBLs starting wars?" The answer to that question will put everything into honest, proper perspective. Consider these factors as an answer:

 

1. Wars are very profitable for the BBLs.

2. The rich kids don't have to fight.

3. Wars cause people to go into debt to the BBLs.

4. Wars destroy societies and national governments.

5. Wars cause hate in the world.

6. Hate causes more wars.

7. The result is wealth, power and control by the BBLs.

8. By controlling the money, the BBLs control everyone and most things.

9. The BBLs have an insatiable greed for wealth and lust for power.

10. The BBLs will soon control the entire world in one government, if not stopped.

Henry Ford, Sr., stated in c.1921 in that if we removed the power of money from the BBLs we would stop all wars. We must take that sage advice. Congress must create needed money and never borrow again. Benjamin Franklin showed us how. Our Founding Fathers wrote the directions in our Constitution. All we need do is see that OUR Congress follows that Constitution. Thomas Edison told us how to place value on our money. (8)

 

Several basics facts must be recognized.

1. Money is unreal and can neither be printed nor minted.

2. Money is NOT currency, and currency is NOT money. Metal coins are currency.

3. Money must represent the total labor value of American labor plus the natural resources touched by that labor.

4. Precious metal as an economic lifesaver hastens one's decent to the bottom of the economic sea. Most of the unmined gold is in Russia, Indian and Africa. If we were to return to the gold standard, they would beat us to our economic knees.

5. Allowing a precious metal to strangle human value is rather stupid, isn't it?

6. Human value must be the value represented by money. America's value is in our people.

7. Each nation should do likewise.

**McFadden Report. McFadden was chairman of a powerful House Banking Committee. His report literally buried the Federal Reserve System, but then, as always, Congress did not listen. "Recently in one of our States, 60,000 dwelling houses and farms were brought under the hammer in a single day. 71,000 houses and farms in Oakland County, Michigan, were sold and their erstwhile owners dispossessed. Their children are the new slaves of the auction blocks in the revival of the institution of human slavery." "Fed Notes are taken from the U.S. Government in unlimited quantities. Is it strange that the burden of supplying these immense sums of money to the gambling fraternity has at last proved too heavy for the American people to endure? Would it not be a national [calamity to] again bind down this burden on the backs of the American people and by means of a long rawhide whip of the credit masters, compel them to enter another seventeen years of slavery?" A superstate controlled by international bankers, and international industrialists acting together to enslave the world for their own pleasure? The people of these United States are being greatly wronged. They have been driven from their employments. They have been dispossessed from their homes. They have been evicted from their rented quarters. They have lost their children. They have been left to suffer and die for lack of shelter, food, clothing and medicine. … What is needed here is a return to the Constitution of these United States. The old struggle that was fought out here in Jackson's time must be fought our over again. The independent United States Treasury should be reestablished and the Government should keep its own money under lock and key in the building the people provided for that purpose. Asset currency, the devise of the swindler, should be done away with. The Fed should be abolished and the State boundaries should be respected. Bank reserves should be kept within the boundaries of the States whose people own them, and this reserve money of the people should be protected so that the International Bankers and acceptance bankers and discount dealers cannot draw it away from them." "It is the money of slaves, not of free men. If the people of the United States permit it to be imposed upon them at the will of their credit masters, the next step in their downward progress will be their acceptance of orders on company stores for what they eat and wear. Their case will be similar to that of starving coal miners. They, too, will be paid with orders on Company stores for food and clothing, both of indifferent quality and be forced to live in Company-owned houses from which they may be evicted at the drop of a hat. More of them will be forced into conscript labor camps under supervision."

Money is the creature of law and the creation of the original issue of money should be maintained as an exclusive monopoly of National Government.

Money possesses no value to the State other than given to it by circulation. Capital has its proper place and is entitled to every protection. THE WAGES OF MEN SHOULD BE RECOGNIZED IN THE STRUCTURE OF GOVERNMENT AND IN THE SOCIAL ORDER AS MORE IMPORTANT THAN THE WAGES OF MONEY. (1)

No duty is more imperative on the Government than the duty it owes the people to furnish them with a sound and uniform currency, and of regulating the circulation of the medium of exchange so that labor will be protected from a vicious currency, and commerce will be facilitated by cheap and safe exchanges.

The available supply of gold and silver being wholly inadequate to permit the issuance of coins of intrinsic value or paper currency convertible into coin in the volume required to serve the needs of the people, some other basis for the issue of currency must be developed, and some means other than that of convertibility into coin must be developed to prevent undue fluctuations in the value of paper currency or any other substitute for money of intrinsic value that may come into use. The monetary needs of increasing numbers of people advancing toward higher standards of living can and should be met by the Government. Such needs can be served by the issue of national currency and credit through the operation of a national banking system. The circulation of a medium of exchange issued and backed by the Government can be properly regulated and redundancy of issue avoided by withdrawing from circulation such amounts as may be necessary by taxation, redeposit, and otherwise.(1) Government has the power to regulate the currency and credit of the nation.

Government should stand behind its currency and credit and the bank deposits of the Nation. No individual should suffer a loss of money through depreciated or inflated currency or bank bankruptcy.

Government possessing the power to create and issue currency and credit as money and enjoying the right to withdraw both currency and credit from circulation by taxation and otherwise, need not and should not (2) borrow capital at interest as the means of financing governmental work and public enterprise.

The Government should create, issue, and circulate all the currency and credit needed to satisfy the spending power of the Government and the buying power of consumers. The privilege of creating and issuing money is not only the supreme prerogative of Government, but it is the Government's greatest creative opportunity. By adoption of these principles, the long-felt want for a uniform medium will be satisfied. The taxpayers will be saved immense sums in interest, discounts, and exchanges. The financing of all public enterprise, the maintenance of stable government and ordered process, and the conduct of the Treasury will become matters of practical administration. The people can and will be furnished with a currency as safe as their own Government.

MONEY WILL CEASE TO BE MASTER AND BECOME THE SERVANT OF HUMANITY. DEMOCRACY WILL RISE SUPERIOR TO THE MONEY POWER.(1)

1) Wages of money means interest earned on money, or making money on money, a serious problem in today's economy.

2) "need not and should not". Note this early precedent of the precedent "could have known and should have known", ruled in the case of Lashley v. Koerber. In this 1945 California case, the appellant court held a physician liable because he could have known and should have known. It was summarized that a physician could be expected to exercise a "... reasonable degree of skill and learning and care ordinarily exercised by other doctors of good standing in the community ... ." Considered was the doctrine of res ipsa loquitur (the thing speaks for itself), where the plaintiff does not cause the problem, and the defendant is assumed guilty if defendant knowingly allowed or caused the harm to happen, or was negligent in preventing that harm when defendant should have and could have prevented it.

Forest Glen Durland insists that this precedent implies and applies to all people licensed by the public to be trusted by that public to perform in a capacity demanded of their profession. This precedent, then, reaches out to all professionals licensed by the public. Furthermore, those licenses are for the protection of that public. Forest Glen Durland insists that all professional people, bankers, real estate agents, car salesmen and certainly all government workers (politicians, Congress Persons), especially those elected to offices of trust and power, are affected by that court ruling, which must be considered a precedent of the land.

ALL ELECTED OFFICIALS, CERTAINLY, COULD HAVE KNOWN AND SHOULD HAVE KNOWN, OR THEY COULD HAVE NOT BEEN AND SHOULD NOT BE THERE.

To add to the historic advice left by Lincoln, another, decent public servant HAS INITIATED A PRECEDENT that will save aggravating trouble, even lives.

Citing our Constitution, a county sheriff has notified federal agents that they will not operate in his county without his permission. Sheriff Mattis of Big Horn County, Wyoming, states that our U. S. Constitution defines the limitation of federal jurisdiction in Article 1, Section 8. Further, Amendment X states that "the powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." Mattis interprets that to mean that federal agents have less power in the states than the sheriff. Therefore, the sheriff can force them to see him before his people. Mattis disapproved of such acts as IRS agents illegally prosecuting his people. He noted that the Feds have not argued with him.

We must inform all our sheriffs about this precedent and insist they do the same.
