April 22, 1998
Honorable Juan Torruella
Chief Judge of the First Circuit Court
U. S. Court of Appeals
150 Carlos Chardon Ave
Hato Rey, PR 00918-1763

Judge Torruella:

Enclosed find four documents, hereafter called documents:
This cover letter stating purpose.
CO2 - Court Order 2 Draft
Time Line of BBL events.
Heads Up #81

The purpose of these documents is to inform you of the gross violations of the United States Constitution and its inherent Bill of Rights. Judging from the court rulings I have been hearing about, there are many judges that apparently have forgotten, or are intentionally ignoring, our Constitution and its inherent Bill of Rights.

These documents have been mailed to all Chief Judges, who are held responsible for dispensing these documents to the judges under their supervision. All judges in the Circuit Courts are held responsible for complete knowledge of these documents.

The fact that a person working for you opens this envelope will not be accepted as an excuse for you not receiving it. You could have known and you should have known.

Could have known and should have known is a precedent that dates all the way back to President Abraham Lincoln.

I have identified an unseen enemy, thus bringing into issue the treason provisions in the United States Constitution.

This is not a threat. This is serious business by a natural born citizen who is saving this country for his children and grandchildren.

This is not a threat, but you are held responsible for the contents of these documents. You are also held responsible for honoring the oath of office when you swore to uphold the Constitution of the United States (and its inherent Bill of Rights.) You could have known and you should have known.

Yours truly,

Forest G. Durland

Forest Glen Durland,
Concerned Grandfather
