Altering audits can create an outright lie to the taxpayers. A foremost example is the Environmental Protection Agency (EPA). The Government Auditing Office (GAO) gave the EPA and F grade and gave up on them. It is known that the EPA funnels at least $millions under the table to such receivers as the groups that cause so much trouble with environmental issues. In addition, the EPA is totally unconstitutional. Yet Bush raised their budget for 2003. Go figure.

Secret projects can operate without detection. The monstrous Black Budget of the U.S. Military is a prime example. Our Congress should at least know, but they don't. Ask your Congress Critter.
