The legal process amounts to a control mechanism, especially when used government. All government attorneys, their agencies and the courts are funded by the taxpayers. Legal action is expensive in both time and money. Money is time to those who must work to make money those expenses. Government may be using tangled legal action to keep the populace both busy and broke -- So poor they must work extra to make money to fight the courts, except they must pay living expenses first.
I wrote years ago that we had lost our court system. The tangled web of court rules and deadlines moves the court beyond the reach of the populace who pays for it. The Federalist Papers state that laws must be simple. Therefore, it can reasoned that court procedure must also be simple.
The judges shape the future with their interpretations.
