AMERICAN ASSOCIATION OF MOTOR VEHICLE ADMINISTRATORS (AAMVA)
EXECUTIVE COMMITTEE RESOLUTION
WHEREAS, AAMVA is an international organization and recognized as the authority on matters relating to the issuance of drivers licenses and other secure identification documents, and
WHEREAS, AAMVA is in a unique position with its jurisdictional members, law enforcement community, industry partners and relationships with other key communities to be a driving force for change and improvement in the issuance of secure drivers licenses and identification credentials, and
WHEREAS, AAMVAs members have the experience, knowledge and infrastructure necessary to help ensure that drivers licenses and other identification credentials are issued with the utmost security and public confidence, and
WHEREAS, AAMVA has a secure, private computer network connected to all U.S. and Canadian jurisdictions to verify and exchange identification information, and
WHEREAS, AAMVA is the recognized leader in the development of uniform standards for U.S. and Canadian jurisdictions relating to the issuance of drivers licenses and identification credentials, and
WHEREAS, AAMVA recognizes that the drivers license and jurisdiction issued identification cards have become the de facto national identification card used by law enforcement, retailers, banks and other establishments requiring proof of identification, and
WHEREAS, AAMVA understands the importance and the urgency of continuing to improve the determination and reliability of identity in the issuance of drivers licenses and identification credentials for national security and safety purposes, be it
RESOLVED, That the AAMVA Chair of the Board hereby establishes a Special Task Force on Identification Security, and
RESOLVED FURTHER, That the Special Task Force on Identification Security be charged with developing an overall strategy on enhancing the issuance of secure identification credentials for driver licensing and photo identification purposes, and
RESOLVED FURTHER, That the Special Task Force on Identification Security develop short- and long-term priorities and actions relating to improving the security of driver licensing and identification credentials, and
RESOLVED FURTHER, That the Special Task Force on Identification Security build relationships with other key stakeholders including industry, Congress and federal agencies, such as the U.S. Department of Transportation, the U.S. Department of Justice, the U.S. Department of State, the U.S. Immigration and Naturalization Services, the U.S. Social Security Administration and the Presidents Office of Homeland Security, to improve coordination and credentialing security, and
RESOLVED FURTHER, That the Special Task Force on Identification Security make a full report with its recommendations to the AAMVA Board of Directors at its Winter Board Meeting in January 2002.

ARLINGTON, VA.- The Executive Committee of the American Association of Motor Vehicle Administrators (AAMVA) passed a resolution this week establishing a Special Task Force on Identification Security.
The Task Force will build relationships with other stakeholders, including Congress and federal agencies such as the departments of Transportation, Justice and State, the U.S. Immigration and Naturalization Service, the U.S. Social Security Administration and the Presidents Office of Homeland Security, to improve coordination and credentialing security.
Alan Cockman, chair of the AAMVA Board of Directors, said that the Task Force will develop an overall strategy to enhance the issuance of secure identification credentials for driver licensing and photo ID purposes, and develop short- and long-term priorities and actions to improve security. A full report of the Task Forces recommendations is due to the AAMVA Board of Directors in January 2002.
"The AAMVA membership, comprised of motor vehicle and law enforcement administrators, is uniquely positioned to address this crucial issue and serve as a driving force for change and improvement," Cockman said. "The September 11 attacks have brought to the forefront new needs in this area. AAMVAs infrastructure, with a private computer network connecting all U.S. and Canadian jurisdictions, and our members knowledge and expertise, serves as a powerful resource in this effort."
Cockman, who will serve in an ex officio capacity on the Task Force, appointed Betty Serian, deputy secretary, Pennsylvania Department of Transportation, chair of the Task Force. Cockman also appointed the following Task Force members
* W. Patrick Scheffer, director, New Jersey Department of Motor Vehicles;
* Jerry Dike, director, Texas Vehicle Titles & Registration Division;
* Audrey Henderson, director of Programs, Canadian Council of Motor Transport Administrators;
* Joseph Sanders, director, Office of Document Production, New York Department of Motor Vehicles; and
* Michael Anderson, assistant chief, Administration, Texas Department of Public Safety.
Cockman also plans to name an additional Canadian representative and a law enforcement representative to serve on the Special Task Force on Identification Security.
