The above headline is the statement that a military vet and 28 year police veteran, Sheriff Bill Spence, heard at several federally sponsored "COMMUNITY POLICING" conferences As many of our readers know, we are being assigned to install COMMUNITY POLICING in neighborhoods throughout America Is it good or bad? Our acquaintance with Sheriff Spence began with his first letter to AID & ABET in late 1994 Here are a few excerpts from that initial letter: "...ln the past year I have been to two conferences where the speakers have talked about changing police concepts, suspending the Constitution and declaring martial law. All in the name of "Community Policing"....Never have I been so enraged by the appalling decadence, corruption and immorality as we have in our nation's leadership today....Thanks to you at Aid & Abet for exposing this bunch of venomous vipers."

Stand by! Here comes an important report which Sheriff Bill Spence has written just recently for AID & ABET on the subject of Community Policing and other plans of the American Globalists:

In March 1994, I attended, along with other Sheriffs and Police Chiefs across the STATE OF VIRGINIA, a "Policing In the 90's Conference" in Williamsburg, VA The main themes of this conference were "COMMUNITY POLICING" and "NEW POLICE CONCEPTS". The keynote speaker was Janet Reno, our illustrious Attorney General. The itinerary of this three-day conference was heavily federal in scope, and we all know what that means: Law enforcement is not being left out of the planning that's going on concerning "reshaping" America and enslaving us under the concept of a centralized and socialistic government.

While we (Christians, especially) have been asleep in this country, the liberals and socialists have taken over our educational system and our government. It is this writer's opinion that the takeover of law enforcement is the last phase of the total entrapment and enslavement of "we the people". How else can they get our guns ?

As this conference got under way, a sinking feeling that was indescribable came over me. The opening address was entitled, "TURNING POINT FOR LAW ENFORCEMENT", during which our speaker openly stated that if the trend of violence continued, America would face having the Constitution suspended and our neighborhoods patrolled by men in black uniforms. (It is interesting that this part of the address was left out of the written copy we were provided.) I was totally surprised at the blatancy of these statements, but this paled in comparison to the shock that I experienced in the apathetic attitude of all the other law enforcement professionals there to such contentions No one openly voiced any concerns except me. (However, several privately stated that the tone of this seminar bothered them.) I can say that I am a God-fearing and law-abiding citizen, and I was ready to Fight!

DAY TWO didn't make me feel any better. It started out with "Evolution of Modern Policing" and went downhill from there. We were divided up into workshops and panel discussions where these new policing concepts for small, rural and urban communities were explained. We were "handled" by speakers/facilitators, and each day ended with a debriefing session.

DAY THREE started with a lecture from another well-programmed moderator whose credentials were very impressive. However, it didn't take long to recognize the song he was singing. His background was not in police work, but in training and management, with the obvious task of convincing police professionals to buy into these "new policing" concepts. The title of his subject was, "Developing Political Support for New Policing Concepts". The workshops followed.

Before the end of day three, this officer had to leave because of literally being sick to my stomach. Some of the additional topics presented were: "Training Officers, Recruits, Management and Supervisors in New Policing", "Planning and Implementing Change in Large and Small Organizations", "Finding Resources", "Management and Financial Strategies in Modern Policing", "Building Community Support", and "Winning Over Local Government". So you can see that this was an intense seminar and these people were very focused and serious about their goals.

Now, I don't want to leave the impression that I am against "Community Policing". I see some very worthwhile programs being presented that would truly help the community at large without infringing on their privacy. I do believe, however, that every Sheriff's Office across this great country has already been providing a high level of community policing over the years. And, to a certain extent, Police Departments have also. If not, then the citizens should insist that the department head be replaced, or vote in a new Sheriff. But I'm convinced that most of our understanding of community policing is much different than these new concepts that are being promoted today. In the aforementioned seminar, most of the speakers were either educators/trainers or chiefs of police. Most all of us who are informed, know that Chiefs of Police are selected by the bureaucrats who want to implement these socialistic programs. And our educators and trainers have been programmed with the liberal philosophy that literally controls our whole educational process. Among the speakers at this seminar, there was one Sheriff who runs a County "Police Department" and another Sheriff who retired from a large Metropolitan Police Department. So you can see that most of us Sheriffs and Policemen, who still believe in the Constitution and in serving the people, are excluded and our thinking is thought to he radical. I am in no way trying to impugn the intentions, character, or ability of any of these individuals. However, I am suggesting that they may have been brainwashed and misled by our liberal education system and a bunch of bureaucrats who agree with socialistic policing. We all know what the federal system of law enforcement will do to a citizen
