The necessary format
The state of California has grossly restrictive gun laws that restrict everyone but the felons. Consider the name “outlaw”. They are the crooks that live “outside the law” and could care less what the law says. Laws are obeyed only by the law abiding citizens that do not need the gun laws.
For this reason, the following format is needed to allow an honest citizen to carry a gun.
Besides, gun ownership and possession is an “unalienable right” guaranteed citizens by the Constitution of the United States as explained in the Federalist Papers.

Forest Glen Durland is granted a CCW (Concealed Weapons Carry) Permit with absolutely no restrictions, including, but not limited to, any weapon(s), any ammo, any place, any time; no waiting period will apply when purchasing guns and/or ammo; no discharge of weapons laws shall apply; no transportation laws shall apply. The federal government is not privileged to do anything about civilian gun ownership. This CCW is valid forever in the entire United States and its possessions.
CCDog
Forest Glen Durland is granted a CCDog Permit that permits him to have dog(s) with absolutely no restrictions, including but not limited to, any dog(s), with or without license, with or without collar, with or without leash, with or without muzzle, any place, any time; no transportation laws shall apply. The federal government is not privileged to do anything about civilian dog ownership. This CCDog is valid forever in the entire United States and its possessions.
That format will allow Forest to protect himself should he foresees danger.
It must be remembered that peace officers simply can not be everywhere at the same time. People simple can't afford that many cops. Criminals are cognizant of that condition. In fact, they plan on it. When the cops go that way, the crooks go this way, and we unarmed civilians get robbed and shot. The cops nearly always show up after the crime. It can be readily seen that the only protection is for the good guys to carry guns.
FBI statistics show that in those states that allow CCWs, the crime rate is low. But in states like California that have ridiculous gun laws, the crime rate is high. When the good guys carry guns, the crime rate goes down. Crooks do not like their victims shooting back at them.
