AMENDMENT OF CIVIL-SERVICE RULES.

EXECUTIVE MANSION, March 28, 1896.

So much of the Executive orders heretofore issued under General Rule III, 
section 2, clause (c) , as provides for the appointment of members of the board 
of pension appeals in the Department of the Interior by non-competitive 
examination is hereby revoked, and these places will hereafter be treated as 
subject to competitive examination.
