To the Secretary of the Treasury.
Sir:--The sum of two hundred thousand dollars is hereby allotted and set apart
from the appropriation made for the benefit and Government of Puerto Rico by the
Act of March 24, 1900 (31 Stat., p. 51) to be expended in improving and grading
of various roads throughout the island of Puerto Rico such as "Neighboring
Roads" between small municipalities.
