INDEX TO ENTRIES THAT MAY AFFECT GOVERNMENT LEVELS
Executive Order 12866 entitled ``Regulatory Planning and Review''
(October 4, 1993; 58 FR 51735) directs agencies to assess the effects
of Federal regulations on State, local, and tribal governments. In
addition, Executive Order 12875 entitled ``Enhancing the
Intergovernmental Partnership'' (October 26, 1993; 58 FR 58093) directs
agencies to reduce the imposition of unfunded mandates upon State,
local, and tribal governments. In keeping with these efforts, agencies
include in their submissions for the Unified Agenda of Federal
Regulations information on whether their regulatory actions have an
effect on various levels of government.
The following index lists the regulatory actions that agencies in
the Unified Agenda believe may have effects on State, local, tribal, or
Federal levels of government. The Sequence Number (Seq. No.) of the
entry identifies the location of the entry in this edition of the
