The letter to Chief Justice Rehnquist stated

"In good faith, I have revealed this letter to no one, and will not until well after I am assured you have received this letter, Chief Justice Rehnquist."

Forest mailed this 14 page document by Priority Mail, Certified, Return Receipt Requested on 1-16-02. After waiting for 32 days, the document was moved to a location where all could read it on 2-18-02.
