It has now been published and is called "Executive Orders and National Emergencies: How Presidents Have Come to 'Run the Country' by Usurping Legislative Power," by William J. Olson and Alan Woll. I thought you might also be interested that I was asked to testify about executive orders before the House Rules Committee, Subcommittee on Legislative and Budget Process, yesterday. 3.) We have received many requests for source material on the problems of executive orders, states of emergency, emergency powers, martial law, etc., and we have assembled a collection of some of the most interesting "analyses," "background documents," and "solution" information we could find.
