KING FOR LIFE?

With the implementation of Executive Order #13083, the spectrum of President Clinton serving more terms in office is real

SEPTEMBER 1999 -- The year 2000 is approaching. Already, massive systems failures in the private and public sector have begun to take place. Banks, credit card companies, airports, military systems, government bureaucracies are experiencing delaying glitches and complete system shutdowns. Before the new millennium rounds the corner, the United States' technological command and control has begun to unravel, and already there is growing panic, market collapses, unrest, and in some regions open anarchy. In response to the seriousness of this new threat to civil tranquility, President Clinton - acting upon new Executive Branch authority outlined in Executive Order # 13083, signed in May of 1998 - decides to suspend the upcoming US presidential election because "changing our course now would only prolong the chaos and worsen the future for our children." The proclamation draws immediate fire from some members of Congress, as well as outrage from conservative and constitutional advocates who claim the president has no authority to make such an order effective. But the forces aligned solidly in the president's corner - namely a lockstep national media and congressional allies - praise the president "for his courage to stay the course," and "for the solid leadership demonstrated during such a dangerous time in our history." These allies will continue the propaganda campaign by making "protecting the children" the focus of Clinton's actions instead whether he has the constitutional authority for such an order. And they'll attack any critic by portraying them as a "Neanderthal who is relying more on some archaic dictum [the Constitution] than on the reality of these most dangerous times." Furthermore, there will be some Clinton allies who will turn the Constitution on its head by trying to proclaim that "other presidents in the past, like Franklin Delano Roosevelt during the Great Depression, or Richard Nixon during the 1973 oil embargo" choose "similar bold measures" on behalf of "protecting the integrity of the nation." Preposterous? Maybe; but then again, who would have thought 20 years ago that a sitting president could be so closely scrutinized for acts of treason and remain in office?

The one thing that not only makes this scenario plausible but understandable is not EO 13083; that document is merely an extension of the power-hungry regime currently inhabiting 1600 Pennsylvania Avenue. No, what makes this scenario compelling is this president's remarkable ability to detract critics from the truth and deflect attention to more obscure, meaningless points of an issue. Even veteran Republican and Democrat lawmakers inside the Beltway admit they've never seen anyone quite like Bill Clinton, regarding his ability to change a political minefield into a road lined with silver and accolades.

Executive Order #13083, which essentially gathers all legislative authority to the Executive Branch and takes it away from state and local governments [not to mention Congress], legitimizes the dozens of federal agencies. By doing so, any president from now on could, by using any number of previously approved emergency measures, use the various federal agencies to help him carry out an order to keep him in office past his constitutional limit. Coupled with 13083, the same provisions of law -- which have allowed every president since FDR unusual, and, shall we say, extra-constitutional authority -- could also be employed during a time of major domestic unrest. Bypassing Congress and making presidential 'executive orders and proclamations' with the full force of law is so commonplace in the latter 20th Century that most Americans think a president has always had this authority.

If unchallenged by Congress and supported by most of the media, a problem like Y2K could feasibly provide Clinton an opportunity not seen since 1930 -- a chance to get by with staying in office as long as he wants. After all, Y2K will be national in scope and will certainly affect dozens of federal agencies and millions of people. EO 13083 specifically reserves to these agencies and to the Executive Branch authority to enforce even public "policy," which could be as simple as maintaining control in a time of crisis. Remember that Clinton made the FEMA director a cabinet level official about three years ago, and certainly FEMA would be involved if any social breakdown or civil unrest occurred.

Besides, the president has already demonstrated his compunction to bend rules and break laws, just to maintain his own political existence. He has been enamored with developing his own legacy to leave behind after he completes his second [and last legal] term in office. And he has repeatedly shown that there is no constitutional passage that limits his political agenda - even if he has to authorize government agents to kill to get his message across [Waco].

Is there any evidence that Clinton plans to do all of this? No, there isn't- except the actions he has taken to ensure that the Executive Branch's power has been increased since taking office. Congress hasn't done much to stop the implementation of the power consolidation in the Oval Office, either. So, if actions speak louder than words, the enactment of EO # 13083 may be the loudest warning Americans have had yet regarding Clinton's plans for the future.

Speaking of Congress, would members really stand by for such a blatant power grab? If they received enough support to give them an indication that the people wanted Clinton out of office, then yes, they would. But what if the bulk of the American people bought hook, line and sinker the Clinton propaganda machines' claims about 'staying the course' and 'having had to take desperate measures to save the country?' Would Congress have the courage to force the issue, knowing they may face voter wrath or ever-worsening dissent?

As addicted as Americans are to their ATM cards, their automatic payroll deductions and their cable TV, there is a good possibility that Clinton - or someone like him who told us he was our only hope - indeed could pull this off.

And that is what makes documents like EO 13083 - and the entire executive order concept - so dangerous. With the right spin and enough lies, a corrupt and power hungry Chief Executive could easily win enough hearts and minds to implement an unconstitutional order without most people ever being the wiser. ***
