UN Conference to Establish an International Criminal Court
Attempts have been made since 1948 to establish an International Criminal
Court (ICC). Proponents were thwarted partly because of the difficulty of
influencing the member States without a lobby. Hence, a plan was devised to
bring together and fund left-leaning lobbies called non-governmental
organizations (NGOs) to work within the UN system. Like the four previous
conferences I have observed, this one is incorporating the NGO-UN
relationship. Further corrupting the system is the use of the "consensus"
process and the nonsense that only 40-60 States, out of more than 160, must
sign the "statute" in order to create the ICC.
Can you imagine the US government spending your tax dollars to hire
lobbyists to assure passage of legislation giving them authority to extract
more of your money and dispossess your freedoms? Think about the corruption
of passing legislation with only 25% of our elected officials supporting it
and the fact that the UN consists of appointed bureaucrats instead of
elected officials! That is the incestuous and crooked system being used to
establish the ICC!
In 1995, a group called the Coalition for an International Criminal Court
(CICC) was formed to lobby for this Court. The CICC is funded by the
European Union, the John D. and Catherine T. MacArthur Foundation, the Ford
Foundation, the Paul and Daisy Soros Foundation, governments of Denmark,
Finland, the Netherlands, Norway, Sweden, and the UK, as well as
participating NGOs. Presented to each attendee of this ongoing conference
was an information package funded by Amnesty International - The
Netherlands.
The "convenor" of the CICC is William R. Pace who works for the World
Federalist Movement. Steering committee members include Amnesty Int'l.,
European Law Students Assoc., Federation Int'l. des Ligues des Droits de
l'Homme, Human Rights Watch, Int'l. Commission of Jurists, Lawyers
Committee for Human Rights, No Peace Without Justice, Parliamentarians for
Global Action, Women's Caucus for Gender Justice in the ICC and World
Federalist Movement.
The UN cannot uphold its promise to prevent wars and genocides by
establishing the ICC. They have yet to apprehend those indicted by their
Rwandan Tribunal in 1993! Supporters of the ICC and funding for the CICC
lobby are in locked-step with the globalists, and they want a Court in
order to impose their agenda on the world. One of the "crimes" being
considered for this Court is called a "treaty crime." In other words, a
State could be held accountable for implementing UN treaties --whether or
not-- the States sign them.
Each morning the NGOs gather and report on their lobbying progress. As some
of the State delegates are also members of these NGOs, the process is
corrupt. When a State delegate or an NGO wants to initiate language for the
working document, they blanket the members of the different State
delegations. When a voting block emerges in opposition, the NGO lobby sets
out to undermine them.
This week I witnessed members of the American delegation asking a delegate
from Qatar who the leader was of an opposition block of Muslim Arab
nations. In reality, the Americans were working at the behest of the NGO
called the "Women's Caucus for Gender Justice in the ICC." They wanted to
allay Qatar's concerns about the "essential components of gender justice"
by claiming that the new "statute" would not include legal protection for
homosexuals or promote abortion in the name of "gender justice."
However, evidence abounds that "gender justice" would legalize abortion. At
the preparatory conference in New York, the Women's Caucus for Gender
Justice in the ICC argued that enforced pregnancy "is the exercise of
control ... over a pregnant women ensuring the continuance of pregnancy or
the bearing of children against her will. The pregnancy is often, but not
always, a result of rape." Feminist Rhonda Copelon, a professor of law and
the director of the Int'l. Women's Human Rights Law Clinic at the City
University of New York School of Law, is in Rome intimating that "genocide
entails forced pregnancy" which could mean that every State would have to
legalize abortion. (There is no real difference between "forced pregnancy"
and "enforced pregnancy.") The feminists have so far refused to define
"gender justice" to exclude homosexuality and abortion.
Most State delegations are bound to the radical NGOs both ideologically and
economically. And to further enable the UN-NGO relationship, too many
nations are clueless about the process or the working document and simply
vote with the majority. The USA should not fund the UN and regardless how
the UN plans to come up with the $80 million annually to fund this Court,
the USA should deny it. That may be the only way to stop the imposition of
ALL treaties upon the American people; Rights of the Child, Law of the Sea,
Elimination of Discrimination Against Women, ad nauseam.

Working against the globalist agenda are only thirteen individuals from the
USA, eight from Canada, two from the UK and one from Belgium. Only 24
persons are opposing the globalist scheme to create the ICC! Most of us are
here on our own dime and our own time, very few have financial support and
some are even sacrificing vacation time. Few volunteers can afford a
five-week conference in Rome, Italy.
I am grateful to my husband that I can participate during the last two
weeks of the conference.
