- Dear Sheriff Gillingham:

- I need help in my desperate attempt to save this country for
my children and grandchildren. My bold, yet simple, plan will
involve the county sheriff. Everyone and everything must be
perfectly legal. In fact, this plan will stop brazen violations
of our federal Constitution.

- The idea originated in Big Horn County, Wyoming. Sheriff Dave
Mattis has successfully stopped federal agents at his county
border. Armed with our federal Constitution, he stated that
rights not given the federal government are reserved for the
state. Since most federal agents have no constitutionally legal
right to exist, he told them to see him first. In a phone call to
him in August, 1997, he stated he had received no argument from
the federal government. Precedent has been set.

- Sheriff Mattis did it correctly. My research reveals that a
County Sheriff has jurisdiction over any agents the President
might send out. Our U. S. Constitution gives you, Sheriff
Gillingham, more power than it gives to any federal marshals or
agents. In fact, I do not find any mention of them.

- Without warrant as required by our Constitution, Federal
Marshals and armed IRS Agents have been breaking and entering,
arresting people and seizing property and bank accounts. There is
no law that requires a U. S. citizen to pay even one dime of
income tax if working in America and not for the federal
government. Yet these armed agents enforce a non-existent law in
brazen violation of our Bill of Rights.

- One might justify the necessity of power to Federal Agents in
a national emergency. But there is no national emergency.
Nonetheless, we have lived under emergency status since FDR in
1933, about 65 years. I find this unnecessary and highly
unconstitutional.

- By stopping all federal agents and marshals at your county
line, you can accomplish several notable feats:
- 1. Sheriff Gillingham will have asserted his authority as
stated in the United States Constitution.
- 2. Federal agents and marshals can be forced to honor our
Bill of Rights.
- 3. Your people will respect you more than ever before.
- 4. You will have honored your oath of office that you
defend the Constitution of the U. S.. It is being seriously
bypassed.
- 5. You can set an honorable example for other sheriffs to
follow.

- America is being destroyed by a ruling elite group that
chooses to remain unseen. The documents supporting that statement
are voluminous, among them Aid and Abet. OUR government is
brazenly avoiding OUR Constitution to tighten controls while
increasing taxes. My research shows that disaster could fall on
America this summer. (I sincerely hope I am wrong.) But if it
happens, hell on earth awaits my family.
