MALFEASANCE OR NEGLIGENCE
Is it simple misbehavior in office, or out and
out public negligence, when legislators vote to
approve a bill without first completely understanding
and agreeing to the text? We can leave the exact
terminology to the legal-eagles. But one thing most
Americans agree on: The practice is wrong!
Most of these people are lawyers and
businessmen. In civilian life, they would be quickly
sued into oblivion for such negligence. However, as
legislators, we can't touch them. They're legally
immune. And, they know that.
So, lazy legislators do it all the time.
In Ohio, the State Legislature passed a massive
sentencing bill last July, which the governor signed.
But, obviously, no one in the house, senate or governor's
office bothered to read the bill. Now, they're all upset at
things they are finding in there.
For instance, in their hurry to pass that sentencing
bill, and hence to show how tough they are on crime in
Ohio, they also approved the medical use of marijuana.
Yup. Somebody sneaked in a little something extra the
"Tough on Crime" troops didn't know about. Oops!
It was even worse with the federal government this
fall. Acting like a bunch of high school kids wanting the
hell out of there for vacation, Congress put HR-3610, the
last huge omnibus budget bill, on fast-track.
The House approved it 370-37, the Senate 84-15.
Yet, no one read it. And, with a big "to-do" about
bipartisan cooperation, Clinton signed it.
Well, as "Heads Up" readers knew back on
October 4th, every un-American socialist in Congress was
trying to sneak their favorite oppressive legislation into
that bill. And, some of them did.
Now, we pay! Here's part of that new fresh hell:
The Khol Amendment creates gun ban zones nearly
one-half mile in diameter around every school in the
country. Many who were previously able to drive freely
with guns, either in plain view or in the glove compartment,
can now be arrested by anti-gun local police and/or BATF
agents.
The Lautenberg Domestic Confiscation Amendment
bans thousands, and maybe millions, of Americans from
owning firearms for life, and orders their guns seized. The
provision would impose a lifetime gun ban on anyone who
has been convicted of "us[ing] or attempt[ing to]
use ... physical force" in a domestic situation. Of course,
this "use of force" language can cover anyone (both men
and women) who gets involved in a little spat between
spouses, roommates, lovers, etc.
Freedom hating legislators also threw in the study on
placing taggants in black and smokeless powders, a
$16 million increase in the BATF regular budget plus an
additional $66 million for anti-terrorism efforts, and a
provision to force telephone companies to retrofit existing
telephone equipment to allow Big Brother the ability to
easily wiretap citizens from the comfort of their federal
office.
And these are only the things we know about,
folks. Look for more to pop up later. Clearly, "We the
People" have a little work to do! A massive, nationwide
petition drive was suggested by one group. If that
happens, developments will be reported here as they become
available.

LOOKS GOOD WITH YELLOW
"Those damn things are popping up like
dandelions," were the first words received on the
"Heads Up" computer one morning last week. "Yellow
looks really good over blue!" was also reported within the
text.
The writer said that he could not physically get to
the flag pole to remove the U.N. flag over a public office
building. So . . . he hit it with two yellow splat-balls.
Sounds like an interesting color scheme on this
end. . . .
BURNING BOOKS
The publisher printed nearly half a million copies
of Slick Willie's "Between Hope and History." Not many
sold, of course. Now, the publisher has to eat 350,000
copies.
Let's help them out, folks. When the price gets down
to about a buck a copy, we should all buy one or two.
They'll burn good in the fireplace, and at least we will have
some assurance that Slick's words are good for something.
STYMIEING OVERREACH
The text of a proposed Constitutional amendment is
provided for discussion below. The Liberty Amendment
was proposed in the 1970s and, they say, was approved by
five states. Because of the New World Order fears, and the
very real imposing actions of the United Nations on the
freedom of American citizens, the Liberty Amendment
should be even more interesting to Americans today.
For Tenth Amendment advocates, the Liberty
Amendment goes far in keeping the federal government out
of matters that should be solely a state's business. And,
with only a minimal change, the proposed amendment could
also be worded so as to insure that no treaty or agreement
will ever overrule anything in our Constitution.
Obviously, the Liberty Amendment will not be a
cure for all concerns citizens have with today's federal
government. It would, however, cause a lot of very
worthwhile changes. For that reason, "Heads Up" provides
the full text for your examination.
LIBERTY AMENDMENT
"Section 1. The government of the United States
shall not engage in any business, professional, commercial,
financial or industrial enterprise except as specified in the
Constitution."
The first section terminates ownership and
operation of all business-type activities currently
operated by the federal government, except those
authorized by the Constitution. Operation of the Post
Office, and certain functions Constitutionally connected
with the Armed Forces will not be affected.
"Section 2. The Constitution or laws of any
State, or the laws of the United States shall not be
subject to the terms of any foreign or domestic agreement
which would abrogate this amendment."
This section insures that the amendment's
effectiveness cannot be voided by treaties made with
another country, or the United Nations. In fact,
Section 2 will require that Congress revise or repeal
numerous laws in order to limit the federal government's
activities to the original intent of the Constitution.
"Section 3. The activities of the United States
Government which violate the intent and purpose of this
amendment shall, within a period of three years from the
date of ratification of this amendment, be liquidated and
the properties and facilities affected shall be sold."
The federal government will be allowed three years
to divest itself of hundreds of businesses and other
functions not authorized by the Constitution. This will
also include such things as returning national forests and
mineral rights back to the states. Again, those
properties -- Post Offices, office buildings, military
bases, etc. -- used for Constitutionally authorized
functions, will not be affected.
"Section 4. Three years after the ratification of
this amendment the sixteenth article of amendments to
the Constitution of the United States shall stand
repealed and thereafter Congress shall not levy taxes on
personal incomes, estates, and/or gifts."
This section effectively scraps the Sixteenth
Amendment, and hence the IRS and the whole income tax
system. This also means that every taxpayer in the
country will suddenly realize at least a 20% increase in
take home pay.
YEAR OF THE CHILD
It looks like next year will become the year of the
child -- politically, that is. The unions are planning
to spend many millions in support of big government
socialism. The gimmie groups are gearing up to fight
for more, and more permanent, welfare and medical care.
And the teacher's unions are going to taunt everyone in
the country into contributing more money (taxes) to their
favorite cause -- themselves.
This massive campaign, of course, will all be
planned and headed up by Hillary. That is, if she's a
good girl, and gets her pardon. . . .
Look for the central theme of all this to be the
children. The children need more medical attention. The
children need free baby-sitters. The children need more
food. The children need better housing. And, of course,
the children need better schools.
In other words, they are going to pump up the same
old hackneyed scam they have pushed for years. Except,
this year you will not see adults mentioned very often.
They will try to pull a tear-jerker on us and push the
kids up front.
So, when they start that, mention the word
"responsibility" and watch them go ballistic! Because,
the health care is there. The food is there (if someone
cooks it). And the schools get tons of money.
The problem is, no one takes the "responsibility"
to make these things work properly. Contrary to what you
will be told, giving more money is not the answer. We
tried that for decades. So far, the bill to the taxpayer
is more than one-Trillion dollars -- about a $9,000
contribution from every taxpayer in the country -- with
no results in sight yet.
In other words, throwing money at the situation
doesn't work. Leadership is the answer. But there is
none.
Look closely and you'll find that the poverty
pimps -- like Jessie "where's the camera?"
Jackson -- who scream the loudest in support of more
government handouts for the poor, are also the ones who
have became wealthy supporting this cause. Like other
limousine liberals, these type of people do not support
the poor personally. They only act when there is
something in it for them -- power, money, fame, or
whatever.
Any benefits they bring to the truly needy are
minimal. And often, they do much more harm than good
by providing a false sense of security.
USE THE PROPER TERM
An organized group of women were selling their
time to businessmen in Las Vegas last month. No big
deal, it happens all the time there. Right?
Yeah. But they were charging from $2,500 to
$30,000 an hour. Heck, that's almost enough to rent the
Lincoln Bedroom for a night from Slick Willie.
In fact, this group of women must have been
taking fund raising lessons from the boy from Dogpatch
because, like the Clinton Administration, their commodity
was access (no pun intended). The ladies are legislators.
The National Foundation for Women Legislators
decided to turn their November meeting into a fund raiser
by allowing more than 40 businesses and special interest
groups to give presentations for a price. They figured
they would have to hear all of these presentations sooner
or later anyway, so they might as well make a little
money while listening.
Yup, the distaff legislators from the states are now
in the same message for money business as their federal
brothers and sisters. The more money you pay them, the
more seriously they listen to your message.
AMERICA UNDER SIEGE
American cities are under armed attack by
military forces. Sure, it's only a few squads of
military at a time doing the attacking. And, usually
only one city is invaded at a time, and then only for a
few days.
But, like prostitution, it is not the amount that
is important to define the action. You either are, or
you are not. And, in this case, there most definitely
are armed combat troops attacking American metropolitan
areas.
To date, areas of Chicago, Pittsburgh,
Memphis, New Orleans, Houston, Dallas, Detroit,
and Los Angeles have all been attacked in the dead of
night by armed uniformed military forces. An attack
was also planned for Ft. Lauderdale, but a coalition of
concerned citizens ran the culprits off.
Usually, they come as a sneak attack, by
helicopter. The choppers lay a cover of automatic
gunfire, while the attacking squads repel from the
aircraft to rooftops or the ground. They use standard
combat practices, and fire off a variety of weapons and
grenades to "sterilize the area" for the invading troops.
In other words, standard invasion techniques are
used to "kill a civilian area." . . . In American cities.
Where American citizens live. While the American
people are still living there. . . . And Washington
encourages this!?
A report from an eye witness with years of
military experience said that there were also European
troops intermixed with the United States forces. The man
is fluent in Slavic languages, and reports that he distinctly
heard foreign troops making very disparaging remarks
about the concerns of American civilians during a
midnight attack.
What the hell is going on here, people?
If we have American military personnel with so
little personal honor that they will prepare for attack on
American citizens . . . well . . . it appears that we are
going to have one hell of a bumpy ride down that road
to tyranny!
These military miscreants need to be stopped,
and pronto! Don't ask -- demand -- that your Members
of Congress put an end to this. For, it was Congress,
after all, that funded the attacks.
STUPID LAWS
Last month, Colorado voters approved amending
their state constitution to outlaw leg-hold and body-hold
traps to control wild animals. This makes Colorado the
first state in the country to make the use of the common
mouse trap a prisonable offense.
Homeowners can still use a shotgun to control
pests. Just not a mouse trap.
Good one, folks! Constitutional rights for rodents.
That action must have required a good bit of forethought.
