HIDING THE CHINA CONNECTION

 Last May (issue #86), we wondered how a communist Chinese military officer was able to enter the United States, out of uniform, and meet the President under false pretenses at a fund-raising event.

The communist Chinese military, as reported, spread around a few million dollars in illegal campaign contributions, mostly to Democrats. One route was via Liu Chao-ying, a lieutenant colonel in the Red Chinese army, who is also the daughter of General Liu Huaquing, a top Communist Party official. She is also an official in the military owned China Aerospace company, and was tasked with acquiring our rocket and satellite technology. Anyway, she came over here on the sly, specifically to donate to the Clinton reelection campaign and gather contacts and information. Somehow she was allowed to meet with Clinton at a fund-raiser function and even had her picture taken with him.

It doesn't say much for our Secret Service and spook agencies when a communist military officer can come here, out of uniform and without admitting who she really is, and meet with the President of the United States. Or, perhaps our security people are not totally inept and the Clinton team knew exactly who she was but took the illegal campaign donations anyway. It is only now that we're starting to learn the truth of that story.

Former Democratic fund-raiser Johnny Chung, Liu Chao-ying's contact and the conduit allowing her to meet Clinton, is starting to talk. Chung said that he met Liu in July 1996 -- knowing she was a military officer as well as vice president of a Hong Kong subsidiary of China Aerospace Corp., which is a government-owned company dealing in satellite technology and missile sales.

According to recent reports by the Los Angeles Times and others, Chung said he met three times with the Red Chinese intelligence official, General Ji Shengde, who ordered $300,000 deposited into Chung's bank account. The money, of course, was to be laundered into the Clinton & Gore election campaign fund. Chung testified that he was introduced to the intelligence chief by the daughter of China's retired senior military officer, Liu Chao-ying. In their first meeting in August 1996, Chung said, he declined Ji's money but the general said he was already engaged in similar transactions with other money launderers to funnel Red Chinese funds into the Clinton's reelection coffers.

As reported, Chung turned over cartons of financial records to investigators. He copped a plea for a lesser sentence and received just five years probation and 3,000 hours of community service as part of the deal.

Of course, Johnny Chung was just one of many communist Chinese money laundering mules. There were millions of illegal dollars spread around Washington as part of China's espionage program. And, it is true that Republicans received some, too. That's one reason why we are not hearing much about the China Connection today. There are too many Washington insiders involved.

Scratch the surface of the China connection a little and names like George Bush, Henry Kissinger, Al Haig and over a dozen Members of Congress are exposed. Today, there are at least a dozen former federal government officials lobbying for communist China and quite a few others with major investments over there. They all help China, for money, to the detriment of our nation's security.

And, there is the current White House official who was a well paid lobbyist for China before joining the Clinton administration: National Security Adviser Sandy Berger. Prior to joining the Clinton administration, Berger practiced law with the Washington law firm of Hogan & Hartson, where he was a partner and director of the firm's international trade group. < http://www.usemb.se/cabbio/berger.htm >

Berger was a Washington lawyer-lobbyist, the point man at the Hogan & Hartson law firm for the trade office of the Red Chinese government. Even Washington insider Pat Buchanan said it in a syndicated column on March 13, 1997: "Samuel R. Berger [is] a former lobbyist for the Communist Chinese at Hogan & Hartson law firm in Washington, D.C." <http://www.buchanan.org/pat_article09.html >

So, when we hear that the White House is desperately fighting to keep as much as possible of the Cox Committee's report on Chinese espionage classified, we know why. Berger is National Security Advisor and Clinton is his boss. What else needs to be known?

When China wanted the ability to purchase sophisticated satellite and missile technology, Berger and Clinton let it happen. So too when the White House was informed of China's spies ripping off our most sensitive military technology -- even the neutron bomb -- which both damaged U.S. national security interests and put millions of American people in jeopardy of being nuked. Clinton and Berger let the spies get whatever they wanted before tightening security.

Not one of the many known spies was even arrested, either. Evidently, they are protected by the paid-off members of the Clinton administration.

Inhofe's (R-OK) March 15 address to the Senate where he said in part: "… coupling the transferred missile guidance technology with the stolen nuclear weapon technology, China can [now] threaten US cities with accurate, reliable and horribly destructive multiple warhead nuclear missiles." <http://inhofe.senate.gov/ >

Clinton was well paid. We don't know what Berger received. Yet.

Anyway, as we watch Clinton's current wag the dog scenario, we should be mindful of the real problem:

The whole of our national security is for sale. Cheap.

 

 

TO THE VICTOR GO THE SPOILS: KOSOVO

Why the war in Kosovo? The Serbs say the Albanians are trying to take over part of their country. The Albanians say the Serbs are trying to force them out. Both arguments have elements of truth, but neither is the whole of the story.

For instance, Albanians flocked into Kosovo a few years back when Albania was in a state of civil war. The government of Yugoslavia allowed that.

The civil war ended, but many Albanians stayed in Kosovo, where the living was better and safer. Had the rest of Europe helped the little country of Albania get stabilized, things would probably be a great deal different in the Balkans today. But, the European community did nothing. Therefore, a few of the Albanians in Kosovo decided they wanted Kosovo as their own country and began a series of government protests -- such as refusing to pay taxes to the Yugoslavian government. (1)

One time, 25,000 Albanian mine workers went on strike, shutting down Kosovo's largest mining complex. (6)

Yeah, you read that correctly. What we do not hear about here is the fact that there is a very large mining complex in Kosovo. Contrary to what some would have us believe, Kosovo is a mineral rich area. One business, the sprawling state-owned Trepca mining complex, is actually the most valuable piece of real estate anywhere in the Balkans. That mining complex is worth at least $5 billion and earns millions of dollars annually for Yugoslavia. (1) In 1996, Trepca exported products worth $100-million, making it the largest exporting company in the country. (2)

But, that is just one complex. The whole Kosovo region abounds with extraordinary ore and electrical power potential. As early as in the Middle Ages, the area around Novo Brdo was known for its money mint and rich deposits of silver. Large silver lodes are still mined in Trepca, although the main production of the ore-smelting works is lead and zinc. This, in turn, provides the materials for the other industrial enterprises in Kosovo. There is also a great deal of thermal energy available in this region and the area supplies electrical power to a large portion of Serbia and nearby areas. (3)

So, when we follow the money trail, Kosovo starts looking like an entirely different place. Perhaps this is one reason everyone wants control over the area.

How many billions of dollars does it take to make Kosovo attractive as an American protectorate to the money grabbers in Washington? As the New York Times (4) reported, just that one state-owned Trepca mining complex is the most valuable piece of real estate in the Balkans -- worth at least $5 billion. That mining site, with its warehouses, smelting plants, 17 metal treatment sites, freight yards, railroad lines, a power plant and the country's largest battery plant, is the prize of Serbia. (1) However, there are also many other potential gold, silver, lead, zinc and copper mining sites in the area. And, there is also 17 billion tons of coal reserves available. (1)

In a three year period, the Trepca complex mined 2,538,124 tons of lead and zinc ore, and produced 286,502 tons of concentrated lead and zinc and 139,789 tons of pure lead, zinc, cadmium, silver and gold. (1) What's that worth?

Also interesting is the battery plant on the site. It seems they have been making batteries for submarines there since WWII. (1) It's understandable that our military industrial complex would take some interest in that.

The Trepca mine works is owned by the Serbian government. The government wanted to privatize it, but no local concern has yet to come up with enough money. Meanwhile, the KLA terrorists came over from Albania and started attacking Serbs -- and any Albanians who would not cooperate.

But even the subversive violence was not what it was made out to be. Per capita murders in Kosovo did not even reach that of Washington, D.C. until we started bombing. The problem is, the Kosovo Liberation Army is so well funded by foreign sources it was able to hire two public relations firms in the United States to help make Americans swallow the "ethnic cleansing" line spoon fed us by the wag the dog crew and their national media sycophants.

Anyway, now the Albanian KLA terrorists claim the mining complex as their own. They want that, and all of Kosovo, as part of their envisioned "Greater Albania" nation. The Serbs, of course, have no plans to give it up. Also, Yugoslavia is loosing much needed cash because of the revolt by that small faction of Albanians. For instance, from 1991 to 1996, the economy of Kosova, including Trepca Mines, has suffered an estimated loss of $3-billion because of the KLA terrorists. (5)

Kosovo is part of Yugoslavia, not Albania. Should the government just sit back and shut up, or should it maintain law and order? What would you expect your government to do if terrorists tried to rip off part of your state?

So, who will get the existing Trepca Mine complex? Better yet, who will get the rights to mine the many other areas in Kosovo? Serbia already owns it. The KLA wants to take it away from the Serbs.

So do some people in the United States.

After all, we could use the extra copper, zinc, gold, and silver over here, too. There are plenty more such mines that could be opened in the area. And, it is much cheaper to mine there than here.

We could also deprive a number of countries quality submarine batteries.

So, follow the money trail. Maybe Kosovo will soon become a U.S. protectorate.

SENATOR BUNNING ON KOSOVO

 Mr. President, in 1995 when I served in the House of Representatives, I and a large bipartisan majority supported a resolution which called on President Clinton to obtain Congressional authorization before deploying troops to Bosnia. That resolution passed by a vote of 315 yeas to 103 nays.

Yet despite that vote, President Clinton went ahead with a large-scale and long-term deployment of tens of thousands of our troops to Bosnia without Congressional authorization or any meaningful debate.

Back then, President Clinton spoke to us and promised us all that we would have a well-defined mission with a clear exit strategy. But even today there are no details on getting our troops out of Bosnia. We are still there and President Clinton has spent around $12 billion on that mission without even including Bosnia funds in his budget.

As a result, he is draining crucial defense resources from other critical areas and further putting our soldiers in harm's way. We still have almost 7,000 troops in Bosnia and we are all unsure of what their exact mission really is and when, if ever, they can come home to their families. So much for the clearly defined mission and exit strategy.

But now, Mr. President, all I can say is "déjà vu" and "here we go again."

Right now, American troops are deployed all over the globe on missions of questionable value and unclear rules of engagement. And now, President Clinton is about to scatter roughly 4,000 more troops to intervene in Kosovo under a NATO mission to enforce a peace agreement. But there is no peace agreement to enforce because one does not exist.

The Serbs and Albanians have been fighting in this southern region of Serbia for centuries. So is it any surprise that earlier this week in France, the Serbs would not accept the Kosovo peace plan that their rival ethnic Albanians have agreed to sign? I don't believe that any amount of American involvement is going to end these ethnic conflicts that have raged for centuries.

We have tried to resolve this problem for three years and have gotten nowhere and I do not understand why we think we can end it by sending 4,000 more troops. President Clinton has not given us any answers as to why sending these troops to Kosovo is vital. President Clinton can tell us at anytime.

But where is he? He has the bully pulpit.

I do not believe it is in our national security interest to get involved once again into another so-called "peacekeeping mission" in this region. In a few years, Kosovo will take its place in history books along with Bosnia, Haiti, and Somalia, as examples of a foreign policy that has no principled framework. I want to hear from President Clinton as to why this region is of a national security interest to us and why he should risk the lives of our troops by sending them to Kosovo.

And where is the European community in all this?

It seems as though we are always risking the lives of our soldiers to clean Europe's backyard. If anyone should take the lead on this intervention it should definitely be from a European nation. This is Europe's problem if anyone's and not ours. Kosovo is not in our backyard.

An American soldier's job is to protect America's interests by destroying America's enemies on the battlefield. It is an insult to ask an American soldier to serve as a policeman under the umbrella of some international organization instead of the American flag.

There are many questions that the President and his administration need to answer and we are being left in the dark again. President Clinton, take these questions seriously:

When and how many troops are we deploying and how long will they be there?

What is the mission?

Will there be more troops deployed if our goals and mission are not met?

Will foreign commanders be commanding our troops under this NATO force?

What are the rules of engagement?

How will this mission be paid for and will valuable dollars be pulled from military readiness accounts to pay for this deployment?

What, if any, is our exit strategy?

As you have heard, Mr. President, I have many questions and I am not alone.

President Clinton gave us no details and answers with the Bosnia mission and I fear that we as well will be given little, if any, details regarding our involvement in Kosovo. Quite frankly, not getting answers from President Clinton does not surprise me.

I do not believe we have a compelling national interest to send troops to Kosovo.

If they are sent, we all deserve answers from President Clinton before our troops are sent into another mess for years to come. Our men and women in uniform are ready and willing to defend the interests of this great nation, but not the interests of other nations. We cannot undermine their oaths.

President Clinton, do your job.

COURT SUPPORTS SECOND AMENDMENT

In the U.S. v. Emerson opinion, Texas federal district judge Sam Cummings wrote on March 30, 1999 that a federal law banning possession of firearms, by anyone under a restraining order related to a divorce, is violative of both the Second and Fifth Amendments.

In this opinion, Judge Cummings clarifies that the Second Amendment specifically conveys both a personal and an individual right.

This is an extraordinary opinion, and it is worth reading. From reading the opinion, it appears that Judge Cummings has long been a student of the Second Amendment, just waiting for a case to come before his court in which he could express long-studied scholarship and clear thinking about the Second Amendment. Either that, or he was well coached by the counsel for defendant Emerson, or by a studious law clerk who crafted this enlightened opinion.

The good news is that all the good stuff is in the trial court record for review upon appeal and that the prosecutors have vowed to appeal.
